Casual rates here replace the penalty, they do not add to it. A casual is paid a flat 130% on weekends and public holidays instead of the full-time penalty plus the 25% casual loading. On a public holiday that means a casual can be paid the same as, or less than, a permanent doing the same shift.

The Fitness Award (MA000094) is the common name for the Fitness Industry Award 2020. Industries, work types and exclusions are taken from the Fair Work Ombudsman summary.
Notes & exclusions. The casual rule here is the one that catches people out. A casual is paid a flat 130% on Saturdays, Sundays and public holidays under clause 12.1(b), and that rate replaces the permanent penalty rather than adding to it. So a casual working a public holiday is paid 130% while a permanent beside them is paid 250%. Casual loading is also not paid on overtime at all (clause 12.2). The award has no shiftwork provisions of any kind, so there is no shift loading, no shiftworker leave loading variation and no fifth week of annual leave. Ordinary hours span 5.00am to 11.00pm Monday to Friday but only 6.00am to 9.00pm on Saturday and Sunday, so a Sunday shift finishing at 9.30pm splits into ordinary time at 150% and overtime beyond it. Weekend work is ordinary time at a penalty, not overtime. One structural oddity: Level 6 ($1,276.00) pays less than Level 5 ($1,287.20), because Level 5 is the Diploma qualification stream and Level 6 is the supervisory stream and the two ladders cross. That is what clause 15.1 says, not a transcription error. Level 1 is a below-NMW entry rate. Gyms inside licensed clubs and council leisure centres usually sit under the Registered Clubs or Local Government awards instead (clause 4.3), and head-office staff of a gym chain are excluded by clause 4.4.
